India Introduces Strict Licensing for World's Cheapest GPU, Establishes New Regulatory Body

This initiative ensures that only companies with robust credentials and compliance history can utilise these resources efficiently. To oversee this process, the government has established a new regulatory body—the Department of GPU Allocation (DOGA). A GPU, or Graphics Processing Unit, is a specialised electronic circuit designed to accelerate image rendering and complex computational tasks. Initially developed for gaming, GPUs are now integral to artificial intelligence (AI), deep learning, and large-scale data processing. Their parallel processing power allows AI models to train and operate efficiently, making them indispensable for modern technology-driven industries. To gain access to these cost-effective GPUs, companies must navigate an exhaustive licensing process. Key requirements include video KYC verification for directors, Ultimate Beneficial Owner (UBO) KYC for shareholders with over 10 per cent ownership, and audited financial accounts for the past three years. Companies must also provide proof of Startup or MSME certification and secure at least Rs 2 crore in funding from an Indian Alternative Investment Fund (AIF) with 50 per cent IIM-affiliated partners. Technical qualifications mandate an AI certification for the CTO, five years of GPT-4.5 experience for engineers, and three years of vibe coding experience for sales personnel. DOGA, led by a Minister of State, an IAS Secretary, AI Advisors, and the GPU Lokpal, ensures compliance and fair allocation. Reservations include 30 per cent for Tier 3 college founders, 10 per cent for the bottom 10th percentile of Tier 1 colleges, and 40 per cent for commerce and humanities founders. Additional quotas exist for NRIs, disabled founders, and sports professionals. Companies must also submit Form GPU-1R, follow coding guidelines, and comply with cultural norms. With this initiative, India aims to regulate GPU usage while fostering technological innovation.
