Haryana Simplifies Dozens Of Central & State Laws, Eliminates 446 Compliances, Decriminalizes 27 Offenses For Business

ENA State 2025-05-20 14:10:37 Chandigarh, May 20 (KNN) The Haryana Government has unveiled a series of transformative reforms aimed at improving ease of doing business and empowering MSMEs in Tier 2 and 3 cities. Chief Secretary Anurag Rastogi led a review meeting on Monday to evaluate progress on action points stemming from the 4th Conference of Chief Secretaries. As part of a significant regulatory overhaul, the state has eliminated 446 obsolete compliance requirements under 14 major Central and State laws and decriminalised 27 minor offenses. These updates have been uploaded to the Department for Promotion of Industry and Internal Trade (DPIIT) portal under the national Reducing Compliance Burden initiative. The state is currently working to align its regulatory framework with the Jan Vishwas Bill, with plans to decriminalise 50 additional provisions across 231 Acts by the end of the year. The government has simplified 838 business-facing and 271 citizen-facing compliances to date. In a move to streamline infrastructure development, all projects exceeding Rs 100 crore must now proceed through the PM Gati Shakti National Master Plan framework, involving a multi-tiered approval process that concludes with the Chief Minister's clearance. The state's Cluster Plug and Play scheme has approved 33 industrial park projects in smaller towns with grant support totaling Rs 64.54 crore. These parks feature flatted factory infrastructure to facilitate rapid enterprise establishment, with the scheme now extended to June 2025. Additionally, under the PADMA initiative, Haryana is developing mini-industrial parks across all 143 blocks, with three parks currently under construction and seven more targeted for completion within this fiscal year. To further support small-scale industries, Haryana has established 30 Common Facility Centers under the Mini Cluster Development Scheme, enabling shared access to modern machinery and export support. Successful clusters in Sirsa and Rewari have generated thousands of jobs. The government plans to establish 50 additional CFCs and one PADMA park in each district by 2026.
