ENA State 2026-04-23 15:48:01 New Delhi, Apr 23 (KNN) The Delhi Electricity Regulatory Commission (DERC) has proposed a key amendment to expand access to green energy open access in the National Capital Territory, aiming to make renewable power procurement more inclusive. Shift from voltage-based to load-based eligibility Under the existing Green Energy Open Access Regulations, 2024, only consumers connected at 11 kV and above, with a minimum contracted demand of 100 kW, were eligible to procure renewable energy through open access. The proposed amendment seeks to remove this voltage-based restriction, allowing consumers connected below 11 kV to participate, provided they meet the load requirement. Aligning with national framework The move is in line with the Electricity Rules 2022 for Green Energy Open Access issued by the Union power ministry, which promotes a uniform, technology-neutral and load-based eligibility framework. DERC noted that retaining the voltage criterion at the state level led to unequal treatment of consumers with similar demand profiles and limited the intended reach of the policy. Boost for MSMEs, telecom and commercial users The amendment is expected to significantly benefit sectors such as telecom, MSMEs and commercial establishments, many of which operate on low-tension (LT) connections below 11 kV but still meet the load threshold. These sectors, often characterised by distributed operations, had been largely excluded under the earlier framework. Learning from other states The regulator also took note of similar frameworks adopted by states like Gujarat and Maharashtra, which have already aligned their policies with the national approach while maintaining grid stability safeguards. DERC clarified that the amendment is enabling and prospective in nature. It will not affect existing approvals, it will not alter tariffs, surcharges or banking arrangements and it will retain technical feasibility and system availability conditions. Objective: Accelerate clean energy adoption By removing the voltage barrier, the commission aims to expand access to renewable energy across consumer categories, encourage wider participation in green energy procurement and support decarbonisation goals in Delhi. The draft amendment marks a significant step toward creating a more inclusive and competitive electricity market, while advancing the capitals clean energy transition.
